LincPass
Homeland Security Presidential Directive 12 (HSPD-12) was issued on August 12,
2007 by President George W. Bush. HSPD-12 calls for a mandatory, government-wide
standard for secure and reliable forms of ID issued by the federal government to
its employees and employees of federal contractors for access to
federally-controlled facilities and networks. Based upon this directive, the
National Institute for Standards and Technology (NIST) developed Federal
Information Processing Standards Publication (FIPS Pub) 201 including a
description of the minimum requirements for a Federal personal identification
verification (PIV) system. USDA’s new HSPD-12 compliant ID is called the
LincPass, as it is designed to link a person’s identity to an ID credential and
the credential to a person’s ability to physically and logically access
federally controlled buildings and information systems, respectively.
The LincPass will be used not only for identification purposes, but
eventually also for access to both federal computer systems (LACS) and federal
facilities (PACS). Therefore it is very important that LincPass cardholders
safeguard their LincPass at all times.
To implement the new LincPass and credentialing process, USDA is
participating in the General Services Administration (GSA) Managed Service
Offices (MSO) Shared Services solution called USAccess. The service provides
Federal credentials as required by HSPD-12 as well as common enrollment
services, resulting in efficiencies and cost savings. Issuing a LincPass is a
multi-step process involving several HSPD-12 role holders in addition to the
LincPass Applicant. The “Agency Roles” and “Employee Information/Non-Employee

involved and what steps are taken to issue a LincPass.
