SUBJECT:   EOP – Civil Rights Committee and Special Emphasis Program Managers

Purpose:  To identify members of the civil rights committee for FY08

Expiration Date:  January 31, 2009

The following is a list of NRCS employees that have been selected to serve on the Civil Rights Committee as Special Emphasis Program Managers and Member at Large,
Misty Falcon, Committee Chair, Hispanic Emphasis Program Manager, Pendleton
Gina Kerzman, American Indian Special Emphasis Program Manager, Redmond
Dave Dishman, Asian Pacific Islander Special Emphasis Program Manager, Portland
Cory Owens, Black Special Emphasis Program Manager, Salem
Kacee Lathrop, Disabilities Special Emphasis Program Manager, Pendleton
Ginny Cairo, Federal Women’s Program Manager, Roseburg
Leo Preston, Member-at-Large, McMinnville
Pedro Ramos, Advisor, Portland

In addition to the above listed NRCS employees, the Farm Service Agency serves on our joint NRCS/FSA Civil Rights Committee. The following FSA employees serve on this committee,
Darca Glasgow, FSA Civil Rights Coordinator, McMinnville
Phillip Morton, FSA Special Emphasis Program Manager, Eugene
Trent Luschen , FSA Member-at-Large, Baker City
Amy Bell, FSA Member-at-Large, Redmond

The civil rights committee meets up to four times a year and carries out an aggressive action plan. The NRCS committee members are also responsible for conducting field office civil rights reviews.
