SUBJECT:   ECS – Preparation for the release of the PROTRACTS-like Easements Business Tool

Purpose:  Disseminate electronic information to Basin Team Leaders and WRP Leads.

Expiration Date:  September 30, 2009.

The following are important notes from the national office via the Easement Programs Division teleconference on February 21, 2008.

The ‘PROTRACTS-like’ Easements Business Tool should be fully deployed on or about June 1, 2008. The Tool will interface with FFIS.

To prepare for the release of the PROTRACTS-like’ Easements Business Tool:

  • Active WRP contracts must have conservation plans in Toolkit. Active contracts are contracts that still have restoration practices to implement from the conservation plan. No payments or other actions can be made without the conservation plans in Toolkit.
  • Contract change requests for additional funds must be accompanied by contract documents ready for signature as soon as the funds are received. Therefore, any Fedbizopps solicitations, long term contracts with landowners, cooperative or contribution agreements, or purchase orders, must be in a complete form and ready for signature prior to sending a contract change request to the state office.
  • Completed contracts will automatically have remaining funds de-obligated. Take this opportunity to check the WRP Restoration Status spreadsheets emailed out to the basins in January and confirm that the reported restoration status for your WRP contracts is accurate. Contact Sandra immediately to make any changes to the spreadsheets.
  • Funds are available for ongoing management and O&M activities. Complete a contract change request for these funds, and provide to Programs, with accompanying contractual documents ready for signature.
